New documents revealed by our colleagues from Mediapart and Radio France shed new light on the genocide against the Tutsis in Rwanda in 1994 and undermine the French theses on those responsible for the attack on the plane of former Rwandan President Habyarimana.
The French media reveal new documents, after Twenty-five years of Rwandan genocide that killed nearly a million people between April and July 1994,
A revelation that brings a new light on the missile attack against the plane of the then Rwandan president: Juvenal Habyarimana, triggering event of the genocide. The French investigation into this attack against the Falcon of the Rwandan president ended in December 2018 by a non-place.
Until these revelations, two theses clashed as to the identity of those responsible for the attack: For Paris, it would be the Rwandan Patriotic Front (RPF), the Tutsi rebels led by the current Rwandan President Paul Kagame but for Kigali, it is without a shadow of a doubt the extremist Hutus, allies of the former President Habyarimana. The new revelations decide in favor of Kigali.
On the French side, some politicians like Hubert Védrine ensures that Paris did not “know anything” in 1995. The former secretary general in French Presidency renews in an interview in 2017 “my conviction was reinforced that it’s probably Kagame”.
But in the documents of French foreign intelligence services still unveiled and to which our colleagues from Mediapart and Radio France had in possession, it appears that the DGSE “has multiplied the notes for the summit of the State judging the trail of extremist Hutu as “most plausible”.
On the site of France Culture reads: “This note stamped” Confidential Defense “and dated September 22, 1994 was declassified by the Minister of Defense on September 17, 2015, as part of the investigation of judges Marc Trévidic and Nathalie Poux on the attack against President Habyarimana. This French intelligence document designates two extremists of the regime, “Col. Theoneste Bagosora, former director in the Ministry Defense, and Laurent Serubuga, former chief of staff of Rwandan Armed Forces (FAR), as the main sponsors of the attack of 6 April 1994
According to documents obtained by our confreres, it appears that these two men are native of Karago, like former President Habyarimana, that they considered themselves the heirs of the regime and that it was the president himself retired in 1992.
Our colleagues also report that according to French intelligence, “this operation [the attack against the plane of President Habyarimana] would have been premeditated long time ago by Hutu extremists.” “The assassination of moderate opposition ministers and Tutsis, less than half an hour after the explosion of the presidential plane, would confirm the high degree of preparation of this operation,” says the DGSE note.
On April 11, 1994, “French spies therefore, prioritized the RPF to have full responsibility in the attack,” as noted by the journalists of Médiapart and Radio France.
