DALFA Umurinzi, a Thief Mask of FDU Inkingi

On 09th Nov 2019, Ingabire Victoire Umuhoza declared the creation of a new political party, Development and Liberty For All (DALFA-Umurinzi). In her own words, in an interview with Venuste Nshimiyimana of VoA Kirundi-Kinyarwanda, on the same day, Victoire Umuhoza claimed she had decided to part ways with FDU-Inkingi, the party she had chaired for almost the last 13yrs including the 8yrs she spent in prison serving her 15yrs sentence before benefiting the Presidential Pardon on 14th Sept 2018, because, among other things, “She wanted to adapt to the current situation of the country”! Listening between her words she meant FDU-Inkingi’s political program is outdated and doesn’t fit in the existing political playground in Rwanda with regards to Social-Economic needs of Rwandans.

Some of Victoire’s announced reasons (Development and Liberty) of forming a new political party, quitting FDU-Inkingi for which she had invested all her energy and resources for the last 13yrs, put her memory span under serious scrutiny: For any attentive person who follows speeches of FDU-Inkingi members including its founding mother Ingabire Victoire Umuhoza, these (Development and Liberty) are the same main Raison D’être of FDU-Inkingi. DALFA-Umurinzi simply serves as a scarecrow aimed at intentionally deceiving the general public that Ingabire Victoire Umuhoza of FDU-Inkingi has changed! None should be duped, she remains the same.


The untold yet known Raison d’etre of DALFA-Umurinzi


Different FDU-Inkingi branches around the world especially in Europe are still praising Ingabire Victoire Umuhoza as their leader.

Ingabire Victoire Umuhoza quitted FDU-Inkingi 36days after an armed attack which took lives of innocent civilians and wounded many others in the nothern part of Rwanda. The attack took place on Friday 04th Oct 2019 in Musanze district’s Kinigi sector which attracts tourists because of its Volcanoes National Park and its mountain gorillas, an endangered species.  This attack was the bloodiest in over two decades: attackers used mainly knives and rudimentary weapons to kill fourteen innocent civilians and wound 18 others.

RUD-Uranana, a splinter group of the notorious Democratic Forces for the Liberation of Rwanda (FDLR), a militia founded by Hutu extremists responsible for the 1994 Rwandan genocide, claimed the attack which apparently, was launched in revenge to the FDLR military strategist Gen Sylvestre Mudacumura who had been killed a couple of weeks before. P5, a rebel political platform against the Government of Rwanda bringing together five groupings including FDU-Inkingi headed, by then, by its founding mother Ingabire Victoire Umuhoza was part of the attack. 4 days after the deadly attack, Rwanda Investigation Bureau (RIB) confirmed that Ingabire Victoire Umuhoza was summoned over her links to this deadly sabotage attack.

Beyond reasonable doubt, Ingabire Victoire Umuhoza created DALFA-Umurinzi as thief masks of FDU-Inkingi in her efforts to continue operate undetected! The development of events leading to the creation of DALFA-Umurinzi is a mannerly confirmation by Ingabire, that P5 was involved in the Kinigi deadly attack. My freedom to connect dots leads me to thinking that Ingabire “quitted” FDU-Inkingi in anticipation of any prosecution involving her party over the involvement in brutally taking innocent Rwandans’ lives

Ingabire victoire Umuhoza is still in FDU-Inkingi/P5 High Command

Since its creation in April 2006, in Brussels, FDU-Inkingi remained under the leadership of Victoire Ingabire Umuhoza, its founding Chairperson. This grouping was created with the main objective to put an end to the current Rwandan Government of Unity and reconciliation.

FDU-Inkingi has been part of the P5 Platform, a coalition that brings together five political groupings including FDU-Inkingi (of Ingabire Victoire), RNC (of Kayumba Nyamwasa), PDP-Imanzi (of Déo Mushayidi), PS-Imberakuri (Ntaganda faction), and RUD-Urunana. This coalition is nothing but a terrorist group that has carried out numerous deadly attacks on innocent civilians including Kinigi attack that claimed lives of fourteen innocent Rwandans injuring 18 others.


Different FDU-Inkingi branches around the world especially in Europe are still praising Ingabire Victoire Umuhoza as their leader.

Ingabire Victoire is perceived as an influential player in the opposition circles operating mainly in Western countries to the extent that even during her term in prison his lieutenant men including Justin Bahunga a former Rwandan diplomat in Uganda and Director of Cabinet of Habyarimana statehouse until the fall of his regime, kept her post untouched and never ceased consulting her before making any decision. Despite her purported quit from FDU-Inkingi, all FDU-Inkingi members including the current president of FDU-Inkingi Mr Justin Bahunga, are still royal to Ingabire: Predictably, most if not all of their social media platforms continue to bear Victoire Ingabire’s picture as their profile.
